Two Nepali Terror Operatives: From Shamsul Hoda to Ansarul Miya

KATHMANDU : Nepali citizen has been arrested for terrorism, this time in Delhi working for Pakistan's ISI intelligence agency.
Ansarul Miya Ansari, a Nepali national, was arrested in Delhi while collecting sensitive information on India's paramilitary forces for Pakistan's ISI. He was caught at a central Delhi hotel preparing to return to Nepal with classified security data.
Ansari worked as a taxi driver in Qatar from 2008 to 2024, where Pakistani intelligence handlers recruited him. After brainwashing, he returned to Nepal in January 2025 and spent four months there before traveling to Pakistan for one month of operational training. ISI officials taught him Delhi's geography and operational methods during this period.
Following his training, Ansari infiltrated Delhi to gather intelligence on security forces and sensitive locations. He was arrested alongside Indian collaborator Akhlaq Azam from Ranchi. Both are now held in Tihar jail facing security-related charges.
Previous Case: Shamsul Hoda Railway Terror Plot
Shamsul Hoda from Kailali masterminded a failed railway bombing plot targeting Bihar and Uttar Pradesh in 2016-17. Hoda ran a manpower company and contested the 2013 Constituent Assembly elections, losing with only 1,432 votes. After his electoral defeat, he moved to Dubai.
From Dubai, Hoda planned coordinated bomb attacks on Indian railway tracks, funding the operation with 3 lakh Indian rupees channeled through middleman Brijkishore Giri, known as "Giri Baba." The plot involved both Nepali and Indian operatives working together.
The operation began unraveling when pressure cooker bombs placed on the Simraungadh-Ghodasan rail line failed to detonate due to faulty wiring. Indian police subsequently arrested operatives Moti Paswan, Umashankar Patel, and Mukesh Yadav. Fear of exposure led to the murders of two Indian operatives, Deepak Ram and Arun Ram, whose bodies were found in Bara jungle.
Nepali police arrested accomplices Umesh Kumar Kurmi and Mozahir Ansari in connection with the murders. When authorities moved to arrest Brijkishore Giri, he attacked police and was shot in the knee during his capture. Hoda was eventually brought back from Dubai via Interpol in February 2017.
Pattern of Recruitment
Both cases reveal a consistent pattern of Pakistani intelligence exploiting Nepali migrant workers in Gulf countries. The operatives are recruited through financial incentives and ideological manipulation, then deployed for anti-India operations using Nepal as a staging ground.
